According to Gus, an easy way to understand a County Land Bank is to understand a distinction between a land bank with a lowercase l and a Land Bank with a capital L. ‘land banks’ have existed since the 1970s and exist within a governmental entity as a passive repository for holding land. ‘Land Banks’ in contrast are the product of state legislation passed in 2009 to create independently operated and funded, non-profit corporations to actively stabilize vacant and abandoned properties and increase the property tax base.
