Overview

Cuyahoga Land Bank’s foundation rests on residential work in our county’s historic communities. Empty houses drive down values of surrounding properties, create safety and crime issues for neighbors, and decrease the community’s overall morale. These issues were at their peak following the 2008 housing crisis, serving as the impetus for our work to begin.

From removing dilapidated houses to partnering with developers to create new homing opportunities on the freshly razed land, the residential work we do centers around bolstering Cuyahoga County by returning blighted land to productive use and improving the quality of life for all residents.

Programs

Cuyahoga Land Bank uses a variety of tools to stabilize neighborhoods to create higher property values, improve quality of life and drive economic impact. In fact, the Land Bank’s many programs—from demolishing vacant houses that negatively affect neighborhoods to helping buyers find the perfect place to call home—have been used to restore life to neglected properties to create more than $3.6 billion in impact over the past 15 years. Demolition

Our expert in-house demolition team is formally known as the Neighborhood Stabilization Department, because their work does exactly that: it stabilizes neighborhoods. Communities dotted with vacant parcels have depressed property values, discourage investment and attract criminal activity. The work of the Cuyahoga Land Bank Neighborhood Stabilization Department includes managing the safe demolition of structures, which involves clean outs, asbestos abatement and site finishing. We also ensure that materials that can be salvaged and that remaining debris is repurposed as much as possible.

Once abandoned structures are demolished, the new green space can serve as a place for new home or infill development, a lot available for a neighbor to purchase and create an expanded side yard, or the catalyst for a land assembly project. Ultimately, the parcel returns to the tax rolls, improves community pride, and encourages further development and investment—all critical elements of a stable community.


Land Assembly

The Land Bank’s expertise extends beyond the strict demolition of abandoned homes and into assembling parcels for larger development. Our Acquisition and Disposition Team assists private developers looking for larger spaces by piecing together individual parcels of land, which is an expensive undertaking. We assemble the parcels of developable land for green space or future construction where appropriate. Through our strategic efforts, the Land Bank can provide a second life for discarded properties and further restore value to the community’s tax base. Available properties can be found here.


Land Bank Homes

New Home Construction
The Land Bank’s new construction program transforms vacant or underutilized land into vibrant, desirable neighborhoods featuring high-quality, energy-efficient homes. Beyond eliminating blight, these new homes encourage investment in communities around the County, improve overall aesthetic and safety, and increase appeal for potential homeowners, businesses, and services that contribute to the local economy. The new construction of one home often prompts surrounding properties to undergo improvements as well, enhancing the quality of life for existing residents while attracting new ones. In-Home Modernization
The Land Bank also acquires vacant and abandoned houses, renovates them to modern standards, and then sells them to new homeowners. Renovations include cosmetic work with modernized layouts and high-quality finishes and mechanical updates to equip homes with energy-efficient windows, new insulation and HVAC systems, and other sustainable improvements. Deed-in-Escrow

Deed-in-Escrow is our legacy renovation program that makes buying a fixer-upper an easy-to-follow process, great for both owner-occupants who want to transform a house into a home and professional contractors looking for their next project. This program allows qualified buyers to purchase a home for a modest price and then work collaboratively with Land Bank staff to create a realistic written renovation plan that meets a set of pre-established high-quality Housing Quality Standards.

Once specs are agreed upon with the Land Bank, the deed to the home is held in escrow until the renovations are complete. All costs associated with labor and materials are the sole responsibility of the purchaser, who must also pull all necessary permits, resolve any municipal point-of-sale violations and comply with the quality standards. The Land Bank performs monthly inspections during the renovation to ensure progress is made and permits have been pulled. For any renovations that are not completed within the agreed-upon time frame, Cuyahoga Land Bank retains the title and the potential purchaser forfeits any invested money. County Housing Program

Gap grants to support the construction of new, single-family homes and townhomes are available, as the Land Bank strategically invests in emerging markets as identified here. Grant-eligible projects incentivize development, strengthen markets and stimulate investment in these areas. We are seeking “shovel-ready” projects that have the support of their respective municipalities. Grants will be awarded on a rolling basis. These grants are part of the Cuyahoga County Housing Program, which works closely with the Land Bank.

Circle East District

Circle East District is a bold new community about a mile away from University Circle, Case Western Reserve University and Cleveland’s world-class medical campuses. Designed with sustainability, community and accessibility in mind, Circle East District is the perfect location for those who want a cozy, comfortable community in the heart of Cleveland’s bustling activity.

Cuyahoga Land Bank has been leading the development of this community with critical support from the City of East Cleveland, the City of Cleveland, JobsOhio, Cleveland-Cuyahoga County Port Authority and Cuyahoga County.

Legacy Communities Initiative / Historically Disinvested Wards

In March 2024, Cleveland City Council allocated its final portion of American Rescue Plan Act Funds to Cuyahoga Land Bank. This significant investment will be used to rebuild, revitalize, and renovate homes and structures in Wards 5, 10 and 14, three historically disinvested neighborhoods in Cleveland.

The project’s primary focus naturally aligns with our mission of continuing the transformation of neighborhoods to be equitable communities with sustainable housing markets.

Welcome Home Ohio Program

In 2024, Cuyahoga Land Bank was awarded $4.95 million from the Ohio Department of Development’s Welcome Home Ohio program to support affordable housing development in the County. These funds will be used to create new, affordable homes in partnership with Cuyahoga County, CHN Housing Partners and Near West Land Trust.

The Welcome Home Ohio (WHO) program was created to award grants for the purchase of qualifying residential properties, the cost of construction or rehabilitation or a nonrefundable tax credit for qualifying activities.

Special Projects

The Land Bank regularly receives calls from nonprofits, small businesses, community organizations and others looking for a parcel or structure they can use for their specific needs. These requests usually don’t fall within traditional land banking work, but they do align with our mission to return properties to productive use. These opportunities are what we call Special Projects, which sometimes produce the most heartwarming stories and land banking experiences.

Community Development Corporations

The Land Bank has provided hundreds of properties to local community development corporations (CDCs) that have restored them into attractive, affordable homes that strengthen the fabric of the communities they serve.

We also partner with CDCs for strategic land assembly, demolition, and transformative large-scale new housing developments to meet the growing need for affordable housing.
