Cleveland, OH (September 25, 2026) – Cuyahoga Land Bank (CLB) unveiled its roadmap for future community impact today, announcing a comprehensive new strategic plan during a presentation at the City Club. The multi-year plan outlines sustainable growth goals and success metrics for the coming years, and the organization’s new mission and vision. 

The 2030 Strategic Plan was shaped by months of in-depth conversations with CLB staff and approximately 12 civic, philanthropic, real estate, and community development leaders. Together, they explored how CLB can build on its foundational work addressing vacant and blighted properties and evolve its role to meet the broader challenge of neighborhood recovery and revitalization across Cuyahoga County. 

“Some neighborhoods in our region are seeing real investment and growing demand, while others are still held back by vacancy, aging housing stock, and a lack of the type of capital that can affect change,” said Ricardo León, President and CEO of the Cuyahoga Land Bank. “The Land Bank’s new strategic priorities will meet these new challenges head-on and align our foundational work with expanded ideas on how to put land back to productive use.” 

CLB’s 2030 Strategic Plan outlines three ambitious goals: to expand the amount of strategically controlled, development-ready land in targeted geographies across the county; to accelerate the redevelopment of that land in communities where it can have the greatest impact; and to develop new tools, partnerships, and organizational capabilities to address future redevelopment challenges. Together, these goals are designed to increase the pace and scale of neighborhood investment, advance residential and commercial redevelopment, strengthen local real estate markets, and position CLB to respond more effectively to the evolving needs of communities across Cuyahoga County. 

A new vision and mission accompany these goals: 

  • Vision: Every piece of land contributes to a stronger Cuyahoga County. 
  • Mission: We transform underutilized land into thriving community assets that expand opportunity for Cuyahoga County residents. 

“Cuyahoga Land Bank is doing so much more than removing blight and making room for new houses; it is building neighborhoods the community can truly be proud of,” said Cuyahoga County Executive Chris Ronayne. “This new strategic plan builds on a strong foundation and ensures the Land Bank is well-prepared for the opportunities and challenges ahead.”
